The Short Answer
Use a plate (fixed) exchanger for clean, balanced, sensible duty where you want no moving parts. Choose a rotary wheel when you need the highest effectiveness or you must recover latent (moisture) energy.

Where Plate Wins
No motor means lower maintenance and zero stream mixing - important in hospitals and labs where cross-contamination is a concern.
Where Wheel Wins
In hot, humid summers a rotary enthalpy wheel strips moisture from incoming air, cutting both cooling and dehumidification load at once. A plate core cannot do that on its own.
Decision Rule
If your priority is simplicity and isolation, pick plate. If it is peak effectiveness and humidity control, pick rotary.
